The Role
This is a senior leadership position for someone who doesn’t just oversee projects. They own the entire delivery engine. As PMO Director, you will provide strategic direction, team leadership, and governance across multiple concurrent workstreams on large-scale ERP and enterprise transformation programs. The right candidate isn’t precious about their role definition, they do what needs doing to ensure delivery, and they build teams that operate at the same standard.
You bring deep PMO management experience, hands-on ERP implementation knowledge, and a proven track record of standing up and running PMOs on complex, multi-workstream programs. You know how to staff, structure, and scale project teams to meet evolving program demands. You set the standard for delivery methodology, reporting cadence, and governance rigor across your teams. You hold PMs accountable, remove blockers, and ensure consistent quality across all workstreams. When something starts going sideways, you’re the person who names it, frames it, and leads the recovery—not the person who waits for someone else to notice.
You are an AI-enabled program leader. You use AI to analyze project data and surface risks before they escalate, to generate executive-ready reporting in a fraction of the time, to synthesize complexity across workstreams into clear decision frameworks, and to raise the capability of your entire team. AI isn’t a nice-to-have in your toolkit. You understand both its potential and its limitations, and you know how emerging automation capabilities affect process design, training, and delivery on programs like these.

You drive clarity when things get messy, deliver hard truths to executive stakeholders with data and a plan already in hand, and build environments where PMs and analysts do their best work. What You’ll Do
PMO Leadership & Governance
- Provide strategic oversight across all active project workstreams, ensuring alignment of scope, schedule, budget, risk, and issue management with program-level objectives and client expectations
- Establish and enforce PMO governance frameworks, delivery standards, and reporting cadences across all active engagements, ensuring consistency and quality of project outputs
- Define and continuously improve delivery methodology, templates, and tooling used across the PMO to drive efficiency, quality, and repeatability
- Develop, maintain, and execute detailed MS Project plans with dependencies, resource loading, and elaborated tasks; apply hybrid Agile/Waterfall approaches appropriate to the engagement context
- Facilitate project status reporting, executive briefings, and governance checkpoints
- Deliver status updates and executive reporting in visually compelling formats that tell the right story for the right audience—not just data dumps
- Drive clarity and alignment when project conditions are ambiguous, off-track, or politically complex, including developing recovery plans and realignment strategies when things go sideways
- Identify and proactively manage project risks and dependencies across interconnected workstreams before they become fire drills
AI-Enabled Program Leadership
- Use AI tools to analyze project and program data across workstreams, identifying schedule risks, resource conflicts, dependency chains, and early-warning patterns that enable proactive decision-making before problems surface
- Use AI to rapidly produce executive-ready deliverables: program status reports, risk assessments, decision briefs, and governance presentations at a quality and speed that traditional approaches can’t match
- Apply AI to synthesize complex information from multiple workstreams—meeting notes, vendor updates, technical documentation, stakeholder inputs—into clear, consolidated views that drive alignment
- Use AI to automate repetitive PMO work: status aggregation, action item tracking, schedule variance analysis, and reporting workflows, freeing your team’s capacity for the strategic and political work that actually determines whether a program succeeds or fails
- Evaluate and adopt emerging AI tools that improve program delivery capability; shape how your team integrates AI into their practice and share innovations across Liberum to raise collective performance
Team Development & Performance
- Build, manage, and mentor a team of project managers and consultants, setting performance expectations, conducting reviews, and fostering professional development across the practice
- Oversee resource allocation, capacity planning, and staffing decisions across concurrent projects, ensuring teams are appropriately structured to meet engagement demands
- Coach and develop both Liberum team members and client-side staff to build internal project management capability and delivery maturity that outlasts the engagement
- Create an environment where PMs and analysts do their best work—where standards are high, accountability is clear, and development is intentional
Stakeholder & Client Management
- Manage relationships with executive sponsors, steering committees, and cross-functional stakeholders across complex program environments
- Engage and build foundational relationships with customers, project sponsors, vendors, and external stakeholders
- Proactively communicate project progress, risks, and value delivered to client stakeholders, ensuring visibility into team contributions throughout the engagement
- Coordinate across vendor, agency, and internal Liberum team members to ensure integrated delivery across all workstreams
- Identify opportunities to create additional client value throughout the engagement lifecycle—not just fulfill the SOW, but actively look for ways to make the client better
Delivery Standards & Integration
- Oversee configuration, testing, and validation of project activities, ensuring all aspects of project planning and execution meet quality and timeline expectations
- Collaborate with OCM, training, and communications teams to ensure PMO outputs and delivery milestones support adoption and readiness activities
- Engage with system integrators and technical teams as a credible counterpart who understands the substance of what’s being built, not just the project mechanics
What We Require

- Bachelor’s Degree or equivalent professional experience
- 8+ years of progressive project management experience, including at least 3 years in a PMO leadership, program management, or director-level role overseeing multiple concurrent projects and direct reports, not just years of service, but increasing scope, complexity, and accountability you can walk us through
- Demonstrated experience building, staffing, and managing PMO teams, including hiring, performance management, and professional development of project managers and analysts
- Experience establishing PMO governance frameworks, delivery standards, and quality assurance processes across complex, multi-workstream programs
- Demonstrated ability to manage complex, multi-stakeholder projects in highly regulated or politically sensitive environments, where decisions happen in hallways and governance structures don’t tell the full story
- Experience facilitating executive-level stakeholder engagement, including steering committees and sponsor briefings
- Active, daily use of AI tools (e.g., ChatGPT, Claude, Copilot, or equivalent) integrated into your project management and program leadership workflow—not occasional experimentation, but a core part of how you deliver. You should be able to demonstrate specific applications: automated reporting, risk pattern recognition, requirements analysis, deliverable synthesis, or stakeholder communication drafting
- Demonstrated comfort evaluating and adopting emerging AI tools that improve efficiency and output quality on complex engagements, and translating that capability to your team
- Strong writing skills: the ability to synthesize complex information into clear, concise deliverables for both technical audiences and executive stakeholders
- Hybrid methodology fluency: ability to blend Agile and Waterfall approaches pragmatically based on what the project and client actually need
- Proficiency in MS Project or equivalent scheduling tools, including dependency mapping and resource-loaded plans
- Professional courage to deliver difficult findings and recommendations with data, grace, and actionable solutions—not just flag problems, but bring answers
- Proven ability to lead distributed, remote teams, manage competing priorities across multiple engagements, and operate effectively without the benefit of in-person oversight
- Demonstrated ability to operate in ambiguous, complex, or politically sensitive environments and drive clarity without waiting for direction
- Exceptional client relationship management skills
- PMP certification or equivalent project management credential required
- PgMP, PfMP, or equivalent portfolio/program management certification a plus
What Sets You Apart
Not required, but these will move you to the front of the line.
- Master’s Degree in Business, Public Administration, Information Systems, or related field
- 10+ years of consulting experience in client-facing delivery roles, not just internal PMO positions
- Experience with COTS implementation on large-scale enterprise programs
- Experience directing and holding accountable SI (System Integrator) teams on large-scale ERP programs
- Public sector consulting experience
- Prosci or equivalent OCM certification
- Experience building custom AI workflows, prompt libraries, or automated PMO pipelines that measurably improved program delivery efficiency or quality
- Familiarity with AI-powered project analytics, predictive scheduling tools, or automated reporting solutions applied at program scale
- Track record of rescuing or recovering troubled programs—not just running healthy ones
- History of introducing AI tools or practices to a team or client organization and successfully driving adoption
