Job Summary:
This position provides technical and administrative assistance to the Multimodal Planning Division (MPD) Transit staff under the general supervision of the MPD Transit Group Manager. The Management Analyst 3 performs a full range of duties with responsibilities that are time sensitive and require some level of confidentiality related to the various transit federal grant programs. The position will create and amend transportation projects and project budgets. Perform monthly reconciliations to ensure alignment. Track project delivery, working with project managers, Financial Management Services, and stakeholders as necessary.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Collaborate with Program Managers to review subrecipient grants to ensure contract compliance and completion. Responsible for identifying missing
documentation. Submit agreements to the Attorney General and MPD Director for execution as required. Communicate with internal & external
stakeholders regarding status of contract execution or contract amendment.
Conduct financial analysis, manage the milestone & grant closeout process and research documentation within TrAMS as needed. Communicate with
internal stakeholders regarding status on a regular basis.
Complete assigned federal requirements such as, but not limited to: milestones, grant closeouts, FFATA reporting, FTA Certifications & Assurances.
Communicate with internal & external stakeholders regarding status.
Review and approve assigned subrecipients reimbursement requests including the Rural Transit Assistance Program (RTAP) scholarship requests from
subrecipients. Work with the Program Manager, Finance and subrecipients to approve requests. Responsible for contacting subrecipient regarding
incomplete or missing information. Communicate with internal & external stakeholders regarding status.
Contribute to the analysis of transit subrecipient service delivery and process for program compliance, effectiveness and efficiency by research & review of
federal, state and local laws and statutes; review & update procedures routinely; and assisting with the coordination & collaboration of meetings,
workshops, webinars and conferences.
Assist subrecipients as directed with customer problems, prepares comprehensive reports and provides technical assistance.
Other duties as assigned as related to the position.

Standard industry practices, processes in transit planning, operation and administration at federal, state/local levels.
Principles/methods/tools to conduct studies, research, analysis and report preparation.

Proficient Excel to reconcile and analyze large data sets.

Selective Preference(s):
A Bachelor's degree in planning, engineering, accounting, finance, or computer science or any combination of training and experience that meet the knowledge, skills, and abilities.
(KSA's) may be substituted.
Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Valid Arizona Driver's License with acceptable 39 month MVR.
