Your Impact
Pearce Services seeks a Permit Specialist with telecommunications experience to join our team. This role involves obtaining all necessary encroachment and construction permits for various telecom and utility projects, focusing on securing OSP permits for buried service wires for FTTH customers.
The Permit Specialist will collaborate with local, state, and federal jurisdictions to resolve conflicts and manage multiple permit submittals simultaneously. Experience working with telecom engineering and construction management is essential to ensure permits are completed and delivered on time.
Core Responsibilities
- Submit buried service wire permit applications online with municipalities and other relevant authorities.
- Follow up with municipalities to ensure timely approval of permits.
- Coordinate with Frontier OSP Design and Construction teams to ensure permits are secured and available to stakeholders.
- Act as the point of contact for community and government agencies.
- Oversee and complete zoning and permit applications for submission to jurisdictions, coordinating with outside counsel and vendors during the zoning process.
- Provide site acquisition expertise for specific projects (a plus).
- Read and interpret surveys and construction drawings.
- Update site status reports, databases, and site close-out packages, and attend client meetings or deployment calls as required.
- Research, understand, and interpret jurisdictional requirements for permit application submissions, providing functional advice on client or project calls.
- Understand and evaluate real estate ownership types (City-owned ROW, Department of Transportation ROW, Private ROW, etc.) to recommend viable locations.
- Ensure compliance with environmental and regulatory requirements (NEPA, FCC, FAA) and complete necessary forms or submittals.
- Know traffic control permitting requirements, sight triangles, and clear zones.
- Prepare and present at zoning approval, neighborhood association, and public meetings, as needed.
- Coordinate and manage payments for additional permit applications.
- Duties may evolve or vary depending on business and client needs.
- Conducted field visits and created OSP (Outside Plant) designs for buried service wire requirements for residential and commercial customers.

Core Experience
- Knowledge and experience in OSP Engineering (aerial/buried/conduit, road pushes) with field experience.
- Familiarity with the permitting process.
- Experience working with municipalities and agencies like TX DOT.
- 1-2 years of experience in telecommunications, right-of-way management, real estate, or related legal work.
- Proficiency in computer skills including MS Excel, Outlook, Word, Google Earth, and other database tools.
- Familiarity with acquiring encroachment, excavation, and traffic control permits.
- Knowledge of real estate fundamentals (preferred).
- Experience in site acquisition and fiber permitting (preferred).
- Ability to travel as needed to lead the team and grow business.
- Preferred location: Rowlette ( primarily), Plano, Garland, Texas

Compensation: $38.00 hr /DOE
