Greenfield Engineering, a Saalex Company is seeking CNS/ATM Program Integration Manager in Patuxent River, MD.
The CNS/ATM Program Integration Manager serves as the central coordinating authority for planning, execution, and oversight of Communication, Navigation, Surveillance, and Air Traffic Management (CNS/ATM) certification and engineering support activities across multiple aviation platforms. The incumbent organizes and synchronizes the efforts of approximately twenty-six platform customers and supports an annual portfolio of roughly forty CNS/ATM certification efforts and ten level-of-effort engineering activities.
This position reports directly to the Flight Safety Systems & Airspace Integration Branch Head and provides direct programmatic support to the CNS/ATM Lead Engineer, NAWCAD Business Financial Manager (BFM), and platform-level effort managers.
The incumbent ensures effective coordination of cost, schedule, and performance across all assigned activities while serving as the principal conduit between program offices, engineering personnel, and financial management organizations.

Salary: $121k-$158k annually (depending on experience)

Essential Functions:
- Program Integration and Coordination
Serves as the central integrator for CNS/ATM engineering activities supporting multiple aviation platform programs. Coordinates planning and execution across approximately twenty-six platform customers and numerous technical subject matter experts to ensure effective synchronization of certification activities and engineering support efforts.
Facilitates communication and coordination among engineering teams, platform program offices, and financial management personnel to ensure alignment of objectives and execution timelines.
- Cost, Schedule, and Performance Oversight
Maintains visibility and oversight of Cost, Schedule, and Performance (CSP) for the full portfolio of CNS/ATM certification and engineering activities.
Develops and maintains program tracking tools and schedules using systems such as Microsoft Project and Excel to track progress, identify risks, and support decision-making by technical leadership and financial management.
Coordinates with the NAWCAD Business Financial Manager to ensure proper alignment of funding, execution tracking, and financial reporting across multiple customers and appropriations.
- Customer and Stakeholder Engagement
Serves as the primary coordination point between engineering leadership and platform program offices.
Communicates technical, programmatic, and financial information to a diverse stakeholder community including engineers, program managers, and financial personnel.
Ensures customer requirements are properly captured, prioritized, and integrated into branch execution plans.
- Technical Coordination Support
Maintains a working knowledge of CNS/ATM capabilities and certification processes in order to effectively coordinate across technical disciplines.
Facilitates coordination among technical subject matter experts supporting key CNS/ATM capabilities including:
- 8.33 kHz Channel Spacing communications
- Automatic Dependent Surveillance-Broadcast (ADS-B Out)
- Mode S Surveillance
- Performance Based Navigation (PBN)
- Reduced Vertical Separation Minimums (RVSM)
Supports the CNS/ATM Lead Engineer by ensuring technical coordination across platform efforts and facilitating the flow of information necessary to support certification planning and execution.
- Financial and Resource Management
Supports the planning and execution of government funding associated with CNS/ATM engineering services across multiple customers and platforms.
Coordinates funding execution across various appropriations and funding types while maintaining alignment with organizational financial policies and reporting requirements.
Assists leadership in developing resource allocation strategies to optimize engineering support across competing priorities.

The position requires the ability to manage complex coordination across technical, financial, and programmatic stakeholders.
Key competencies include:
- Knowledge of program management principles related to Cost, Schedule, and Performance management
- Working familiarity with CNS/ATM aviation capabilities and certification processes
- Ability to coordinate efforts across diverse technical disciplines and program offices
- Experience working with government financial systems and managing multiple funding sources
- Proficiency in Microsoft Project, Excel, and other program management tools
- Strong interpersonal communication skills with the ability to tailor information to technical, programmatic, and financial audiences
- Ability to organize and lead coordination across multiple organizations and stakeholders
Required:
- Experience supporting program execution, engineering integration, or financial management within a technical organization
- Demonstrated ability to coordinate complex activities across multiple stakeholders
- 7+ years of related experience
Education:
Bachelors degree or training in program management, engineering management, business administration, or a related discipline required.
Security Clearance:
Active Secret clearance required. Requirements to obtain a clearance include US Citizenship, security investigation, etc.
