The Housing Program Manager is responsible for overseeing the daily operations, compliance, and growth of the agency’s Housing Support Program. This role ensures that individuals receiving services obtain safe, stable, and sustainable housing while coordinating supportive services that promote independence and community integration.
The Housing Program Manager supervises housing staff, ensures compliance with Medicaid waiver requirements and state regulations, builds partnerships with landlords and community organizations, and ensures program outcomes meet agency and funding requirements.
This role requires strong leadership, program management, and housing navigation expertise.
Key Responsibilities
Program Oversight
- Manage the day-to-day operations of the Housing Support Program.
- Ensure services align with Medicaid waiver requirements, state housing regulations, and agency policies.
- Monitor program performance, service delivery, and participant outcomes.
- Develop and maintain policies, procedures, and program workflows.
Staff Supervision
- Recruit, train, and supervise Housing Support Specialists and housing staff.
- Conduct regular team meetings, performance evaluations, and coaching.
- Ensure staff documentation is accurate, timely, and compliant.
Housing Placement & Stabilization
- Oversee the housing search, placement, and stabilization process for program participants.
- Build relationships with landlords, property managers, and housing providers.
- Assist staff in resolving housing barriers including evictions, lease issues, and landlord disputes.
Compliance & Documentation
- Ensure all housing support services are documented properly in required systems (such as EVV or other agency platforms).
- Monitor program compliance with Medicaid waiver requirements and state oversight agencies.
- Prepare reports for leadership, funders, and regulatory agencies.
Community Partnerships
- Develop partnerships with:
- Affordable housing providers
- Community organizations
- Behavioral health providers
- Social service agencies
- Local housing authorities
- Coordinate services that support housing stability such as case management, benefits assistance, and life skills training.
Program Growth & Development
- Identify opportunities to expand housing services statewide.
- Assist leadership with grant opportunities, housing initiatives, and program funding.
- Support strategic planning for housing programs.
Participant Advocacy
- Advocate for participants facing housing barriers or discrimination.
- Ensure services are person-centered and promote dignity, independence, and stability.
Qualifications
Education
- Bachelor’s degree in Social Work, Human Services, Public Administration, Housing Development, or related field required
- Master’s degree preferred
Experience
- Minimum 3–5 years experience in housing programs, supportive housing, case management, or social services
- Experience supervising staff or managing programs
- Experience with Medicaid waiver programs or supportive housing preferred
Skills
- Strong leadership and team management
- Knowledge of affordable housing resources and housing navigation
