The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system.

This full-time position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here's what you will do:
As the WCD Deputy Administrator, you will act with the full authority of the Administrator and in the Administrator's absence serve as division head in carrying out the functions and administration of the division. Duties include:
Overseeing and supervising the Administrator's Office, Operations Section, Modernization Section, Performance Section, and Resolution Section in combined management with the Administrator
Meeting regularly with DCBS Executive Leadership Team and representing DCBS at agency meetings, the legislature, public meetings, and with members of the public
Contributing to DCBS budget development and management
Participating in DCBS strategic planning and strategic initiative implementation
Collaborating with labor to proactively resolve issues and improve the workplace
Proactively resolving complex personnel issues working with employees, management and employee services
Collaborating with other agency division leadership teams to provide feedback and identify operational and strategic opportunities to improve efficiency

Here's what you need to qualify:
Minimum Qualifications:
Seven years of supervision, management, or progressively related experience
OR
Four years of related experience and a bachelor's degree in a related field
Requested Skills:
Experience managing and leading in a challenging, stressful environment
Demonstrated ability to lead multiple projects, tasks and deadlines while collaborating with others to provide an accepting, inclusive work environment
Experience leading teams through times of change and modernization

Additional information:
Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you're already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
