DEQ has an open opportunity for an Administrative Supervisor.
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
The individual in this position is responsible for coordinating administrative support to the Division of Water Infrastructure. Included in these duties are supervising and training several administrative positions within the Division, ensuring that the administrative needs of the Division are met. Supervise and organize administrative workflows. Develop, update, and maintain Division office policies. Prepare materials for the State Water Infrastructure Authority (SWIA) meetings. Secure venues for training and meetings, travel accommodations. Manage Division fixed assets, supply inventory, and technological needs. Ensure optimized administrative procedures to support multiple programs across the Division. Provide support to Division Director and Deputy Director. Oversee the Archdale Building (Raleigh) office needs and acts as liaison between the central office in Raleigh and regional offices throughout the state. Manage electronic and paper records in accordance with Division retention schedule.
Key Responsibilities:
Coordinate administrative support and organize administrative workflow for the Division of Water Infrastructure.
Supervise administrative staff, including assigning tasks for daily and recurring work that supports the Division mission and supporting professional development.
Support Division staff who facilitate and organize the SWIA meetings, including preparing and copying materials for meetings, assisting in securing facilities for meeting space, managing email lists, and assigning administrative staff to assist in meeting support.
Provide Division-wide support through: preparing for new hire onboarding, assigning or assisting in printing and mailing requests, coordinating with management on computer and office needs, securing venues and facilities for off-site trainings and meetings, and other support duties as assigned.
Coordinate administrative staff to ensure phone coverage, mail and mailings, and Regional Office staff needs.
The Division of Water Infrastructure:
The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve. DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. DWI assists eligible applicants in meeting drinking water, stormwater, and wastewater needs to protect public health and the state's water resources. To qualify for this position, applicants must document on the application that they possess ALL of the following:
Experience applying office management techniques, policies and practices.
Experience organizing the workflow of an office.
Experience leading and/or supervising a team
Experience in the collection, storage, organization, manipulation, and/or analysis of data (electronic and/or paper)
Experience using Microsoft Office Word, Excel, Outlook, and Adobe Acrobat.
Experience in purchasing and knowledge of accounting principles and practices, including experience with e-Procurement.
Demonstrated ability to independently analyze, interpret, and apply policy and procedures.
High school diploma or General Educational Development (GED) diploma and four years of progressively responsible administrative/office management experience, including one year as a lead worker; or equivalent combination of education and experience.
