Operations Specialist - Training and Workforce Development (15.19)

We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for an Operations Specialist - Training and Workforce Development to work with our federal client, the United States Department of Agriculture (USDA) Marketing And Regulatory Programs (MRP) Information Technology (IT). This position reports to the Project Manager. This position is contingent upon contract award.
Day to day responsibilities will include:
- Provide technical and administrative support for the day-to-day operation of ITD’s workforce development efforts.
- Develop and maintain a schedule for ongoing ITD workforce training for upskilling/reskilling.
- Coordinate with ITD leadership, the Center for Training & Organization Development, and other entities to identify needs and available courses.
- Establish and improve processes and procedures for integrating training, upskilling, or reskilling into standard individual development plans; and enabling the smooth running of workforce development activities.
- Facilitate the ongoing running of ITD intern program activities and coordinate logistics for hosted workforce development training.
- Analyze available feedback and data gathered from current/past participants to identify trends and suggest improvements.
- Develop annual workforce development training schedule and provide quarterly updates.
- Plan and execute annual intern orientation, including scheduling, logistics and speakers.
- Conduct analysis of feedback from completed upskilling/reskilling courses and hosted training.
- Complete annual reviews of processes and procedures, and recommend process improvements as appropriate.
- Respond to leadership requests for information and/or resources.
Requirements:
- Must be a US Citizen.
- Bachelor’s degree in business administration, operations management, project management, or a related field (preferred) or equivalent combination of education and/or experience.
- A minimum of 2 years experience in an operations role
- Proficient in Microsoft Office
- Able to manage tasks and time effectively
- Strong organizational skills and good attention to detail
- Strong verbal and written communication skills
- Ability to coordinate with communications team to share information with a wider audience
- Experience interacting with senior level personnel in order to identify, plan and coordinate
- Experience in analysis, problem solving and process improvement
- Preferred background in employee development, training, ongoing learning and/or psychology
- Ability to plan / organize work, and excellent oral and written communication skills.
- Ability to interface with senior levels of management.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $65,000-80,000 commensurate with experience, education, etc.
