The Air Force Civilian Service (AFCS) is looking for full-time developmental and journeyman-level Operations Research Analysts (NH-1515-03 and below) to work at the Air Force Life Cycle Management Center on Wright-Patterson AFB in Dayton, OH.
Salary: GS5 step 1 to GS-13 Step 10 (equivalent to NH-02 and NH-03)

The purpose of an Operations Research Analyst is to serve as a key analyst and recognized expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques for various weapons systems and provide advice and insight about the probable effects of alternative courses of action.

Financial Management Certificate Level 2
Must be able to obtain and maintain a security clearance, as required.
Positions may be designated Drug Testing Position
Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
In accordance with the Ethics in Government Act, 1978, may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually.
Knowledge, Skills and Abilities:
Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
Knowledge of quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions.
Skill to negotiate and/or defend findings and program support concepts.
Ability to lead study teams and originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and simulation techniques.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
