CeLeen, an operating firm of Command Holdings, is seeking Exercise Planners to support the National Guard Bureau (NGB), and the Army Interagency Training and Education Center (AITEC). The Exercise Planner reports to and receives work direction derivatives from the Project Manager.
Responsibilities may include, but are not limited to:
- Coordinating development, synchronization, conduct, and control of AITEC exercises.
- Managing all aspects of exercise coordination including scheduling, writing, budget, and facilitating planning conferences.
- Providing oversight to the development of realistic exercise scenarios that lead the training audience to achieve their training objectives.
- Providing progress reports to the Government during the planning phase and participate in planning meetings as required.
- Managing the development of after-action reports and follow-on exercise improvement tasks.
- Serving as a Technical Subject Matter Expert and provide support of operations at a variety of training events and exercises on required subjects within the scope of training.
- Coordinating with external agencies for research support and curriculum development such as other National Guard units; Federal, State, and local agencies; the NGB, and other Department of Defense agencies.
- Participating in planning conferences with the Government as needed to meet mission planning requirements.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
- Ability to work in remote and rural environments.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.
- Ability to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.

Travel:
- 21-49% / Regular Travel.

Basic Qualifications
- Associate's degree //OR// 2 years relevant experience.
- Experience in one or more of the following:
- Installation protection and security
- Command post operations
- Disaster response planning and operations
- Hazardous materials (HAZMAT) and/or chemical, biological, radiological, and nuclear (CBRN) effects and handling
- Consequence management (CM) operations
- Incident Command System (ICS)
- Defense Support to Civil Authorities (DSCA) operations
- First responder operations (Law Enforcement, Firefighter, Emergency Medical Services, etc.)
- Public health
- Emergency management (EM)
- National Incident Management System (NIMS)
- Homeland Security Exercise and Evaluation Program (HSEEP)
- Exercise management, planning, design, development and execution.
- Professional proficiency in English is required.
- Excellent presentation, communication and organization skills
- Outstanding communication skills, influencing abilities, and client focus.
- Demonstrated proficiency in using all Microsoft Office applications.
- Ability to pass a federal background investigation including fingerprinting.
- Valid driverβs license (proof of which will be required after hire) and ability to qualify for and maintain CeLeen liability insurance through a clean driving record.

Preferred Qualifications
- Bachelor's degree.
- Exercise planning experience to include designing, developing and executing military, state, or other federal exercises.
- Experience in development of realistic exercise scenarios.
- Experience in exercise coordination including scheduling, writing, budget, and facilitating planning conferences.
- Familiarity of the Homeland Security Exercise and Evaluation Program (HSEEP) planning process.
- Availability within three weeks of offer date.
