MAJOR DUTIES:
• Conducts reviews of the mathematical models and documentation supporting life cycle cost estimates; provides recommendations and feedback to both program office personnel and center staff.
• Provides technical guidance, training, advice, support and assistance on weapon system programs or projects and/or major phases of a program for broad and varied operations.
• Analyzes and evaluates products of subordinate level organizations.
• Conducts special assignments, projects or studies requested by leadership to provide guidance, direction or action on programs, established policies, procedures, regulations, or directives.
REQUIRED SKILLES, KNOWLEDGE AND ABILITIES:
• Candidates must have a strong technical background in cost estimating and decision support experience.
• Candidate needs to be able to effectively communicate, collaborate, and influence other functional and program stakeholders.
• Candidates must have experience regularly utilizing various economic indicators, cost software (i.e. ACEIT), tools, and methodologies is highly desired.
• Knowledge of a wide range of methods and techniques used in cost, economic and operations research analysis and possession of analytical abilities; quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions; especially for weapon systems.
• Ability to develop and utilize appropriate data and estimating relationships.
• Ability to understand the use of model and estimating relationships.
• Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
• Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.REQUIREMENTS FOR THE POSITION:

• To qualify as an Operations Research Analyst, the employee must meet both the college education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for the 1515 occupational series: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/
Degree Requirement: Employee must have a bachelor or graduate degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Unofficial college transcripts must be provided to validate.
• Employee must be able to obtain and maintain a Top-Secret/SCI clearance.
• This is a Department of Defense Financial Management (DoD FM) Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 3 or Alternate Professional Certification (as identified by OUSD(C)) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuing Education Training (CET) hours every 24 months.
• The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Cost Estimating (BUS-CE) Advanced certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
• This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
• May be required to travel by military or commercial aircraft in the performance of TDY assignments.
• May be required to work overtime on an unscheduled or emergency basis.
• Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements (BUS-CE Advanced Tier) and also the DoD Financial Management certification within required timeframes after appointment.
