The Talent Services Department of the Johns Hopkins University Applied Physics Laboratory has an opportunity for a Health & Welfare Benefits Assistant Manager (Asstistant Section Supervisor) to partner with the Health & Welfare Benefits Manager (Section Supervisor) to lead the health & welfare benefits team. You will serve as the first point of contact for the benefits customer service team, providing guidance on health and welfare benefit questions and issues, support staff development, assist with monitoring government regulations and market trends, lead review and edits to plan documents, and lead benefit communication efforts.
As the Health & Welfare Assistant Manager (Assistant Section Supervisor) you will...
- Enhance customer service to staff and retirees by providing direction and support on health and welfare plan benefits to the benefits customer service team and to staff and retirees directly. Serve as first point of contact for the customer service team for their questions and escalated issues.
- Support staff development through coaching and career development discussions and provide education to support team learning opportunities and cross-training. Provide education to support new staff and address cross-training needs.
- Assist Benefits Manager with monitoring and analyzing government regulations and market trends to ensure that programs are current, competitive and legally compliant. Prepare and present results of this analysis and partner in implementing changes.
- Provide oversight to the benefits portion of new staff orientation. Create and maintain presentation. Present details to staff virtually and/or in person.
- Lead efforts to review and make edits to plan documents. Partner with Legal and external vendors to ensure documentation is up-to-date and compliant.
- Lead benefit communication efforts, including web site updates and creation and maintenance of materials for use by staff benefits, Talent Services partners, and all laboratory staff and retirees.
- Partner with Benefits Manager on oversite of APL Well-being programs, vendor management, Open Enrollment and benefit projects.
- Act as back-up to Benefits Manager, in their absence.

- Bachelor's degree in Human Resources or a related subject area or equivalent experience.
- Minimum of 5 years specialized health and welfare plan management experience.
- Minimum of 2 years leading or directing work of staff members. Have the ability to mentor and develop staff, cultivate positive relationships and contribute to building a strong team.
- Strong subject matter expert in health and welfare benefit plans and current regulatory requirements.
- Possess superior customer service, teamwork and interpersonal skills.
- Demonstrate ability to multi-task and plan and prioritize work, including work of others, while meeting tight deadlines.
- Demonstrate excellent problem-solving skills and initiative for tackling challenges.
- Possess exceptional organizational skills, the ability to meet deadlines and have keen attention to detail.
- Have strong analytical skills with shown ability to tackle difficult problems.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For part-time salaried employees, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, part-time study and training and development. Applications are accepted on a rolling basis.
Minimum Rate$54,700 Annually
Maximum Rate$175,000 Annually
