The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 3 (Taxes and Fees) position in Olympia, WA. This position reports to the Spirit Fees Accounting Supervisor in the WSLCB's Finance Division. The position serves and complements the WSLCB's mission and goals by performing professional financial review and analysis of accounting, auditing, and fiscal data in accordance with generally accepted accounting principles, governmental auditing standards, statutes, or regulations.
You will be responsible for monitoring and analyzing fee reports monthly, and coordinating, reconciling, and assisting with closing the cash month process in the Spirit Fee System. Additionally, you will monitor licensee balances and recommend accounts for suspension, collection, or enforcement actions.

Some of the duties you will perform are:
Ensures the accuracy of data entry completed by other unit staff through reconciliation.
Review and analyze fee reports to cash log and/or bank reports for revenue receipt, coding, accuracy and timeliness.
Coordinate, reconcile and close the cash month in the Spirit Fee System monthly by the OFM AFRS Closing Schedule.
Prepare and process AFRS journal vouchers for Spirit Fee revenue allocation.
Reconcile assigned general ledger accounts and revenue codes monthly.
Process Misc. Revenue and Payment from Collection Agency in the Spirt System.
Notify Licensee of NSF payment for the Spirit Fee Unit. Monitor, tracking and clear NSF payment for Spirit Fee Unit.
Send appropriate correspondence to licensees informing them of reporting/payment requirements. Monitor licensees operating under a temporary license permits until they are issued their permanent license.
Review audit reports and correction reports for accuracy and post to the Spirit Fees System
Update balance due spreadsheet to determine which licensees should be sent to suspension or collections.
Evaluates refunds and makes recommendations to supervisor for processing.
Respond to email and correspondence regarding tax and fee reporting, on-line reporting, and general inquiries from internal and external customers.
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Six (6) years of relevant professional experience. You must have the 18 quarter or 12 semester hours in accounting. (Relevant experience is within an area related to financial, fiscal, accounting, auditing, payroll, etc.)
Option 2:
An associate's degree which includes 18 quarter or 12 semester hours in accounting
AND
Four (4) year of relevant professional experience. (Relevant experience is within an area related to financial, fiscal, accounting, auditing, payroll, etc.)
Option 3:
A bachelor's degree or above which includes 18 quarter or 12 semester hours in accounting.
AND
Two (2) year of relevant professional experience. (Relevant experience is within an area related to financial, fiscal, accounting, auditing, payroll, etc.)
Option 4:
A master's degree in a financial-related field which includes 18 quarter or 12 semester hours in accounting.
Preferred/Desired Qualifications:
One year of experience interpreting tax laws, rules, policies or procedures.
Six months of experience with the Agency Financial Reporting System (AFRS), Financial Toolbox and Enterprise Reporting.
Knowledge and understanding of State Administrative and Accounting Manual (SAAM).
Knowledge of spirits tax and fee revenue and distribution codes.
Six months of customer service experience with online reporting and payment systems.
