The Opportunity
WSDOT is seeking a Transportation Planning Specialist 4 to serve as a Real Estate Services Geographic Information System (GIS) and Data Systems Specialist for the Development Division in Tumwater, WA. Reporting to the Real Estate Services Program Administrator, this specialist serves as the statewide geospatial data development and data management lead for WSDOT's real estate assets. This position will provide analytical support for the Real Estate Services' acquisition and lease/surplus program, capital projects, the Access Management program, the Utilities program, the Developer Services program, public and legislative inquiries, and other programs requiring data concerning WSDOT's real estate assets. The Real Estate Services GIS & Data Systems Specialist will also provide general geospatial and data analysis support to Real Estate Services statewide, including establishing and facilitating effective data storage and retrieval systems, consistent with lean data principles, industry best practices, and agency geospatial data standards. What to Expect
Among the varied range of responsibilities held within this role, the Real Estate Services GIS & Data Systems Specialist will:
Provide geospatial data and data analysis support for WSDOT Real Estate Services programs.
Conduct GIS analyses and/or recommend analysis procedures.
Participate on WSDOT region capital project teams as a Real Estate Services geospatial data subject matter expert.
Implement geospatial methodologies critical to the statewide Real Estate program.
Support WSDOT projects and statewide lease/surplus programs.
Develop methods for identifying and tracking projects in local jurisdictions that involve state routes that interface with local road networks and address turnbacks identified by projects.
Coordinate with the WSDOT Active Transportation Division and Regional Transit Coordination office; Rail, Freight, and Ports Division; Aviation Division; and Washington State Ferries on data analysis efforts as they relate to access, permitting, real property planning, and interagency partnerships.
Coordinate with staff in various offices within and outside of WSDOT as needed concerning analysis of WSDOT real estate assets to respond to Public Disclosure and legislative requests.
Lead Real Estate Services data development, collection, analysis, and management, serving as Real Estate Services geospatial data liaison and data coordinator.
Qualifications
To be considered for this opportunity, the following are required:
Bachelor's degree or higher related to information technology, geography, real estate, or related field; OR two (2) years of experience as a Transportation Planning Specialist 3, Transportation Engineer 3, or equivalent experience in another public or private organization.
Recent (past two (2) years) experience and skills in applying project management methods and practices to efforts with technology-based deliverables.
Skills and experience applying ESRI GIS technologies, spatial data concepts, and cartographic principles (specifically, must have five (5) years of experience working at least 50% time delivering ArcGIS-based services used by others).
Ability to develop functional skills in new technical tools and concepts to keep up with technology change.
Ability to travel to and from different work locations with occasional overnight stays.
It is preferred that qualified candidates also have:
Certification as a GIS Professional (Geographic Information Systems Certification Institute: https://www.gisci.org/).
Certification as a Project Management Professional (Project Management Institute: http://www.pmi.org/).
Advanced knowledge of ESRI software (Arc SOE, ArcGIS Server, ArcGIS Online, and ArcGIS Enterprise Portal).
Experience developing and delivering GIS training courses for working professionals.
Experience working on formal software application development projects (GIS or not).
Experience managing consultants.

This position may require overnight travel several times a year to attend classes or provide training. Some travel out of state may be required to attend trainings or conferences.
