A critical strategy to reduce emissions in Colorado is building decarbonization - the process of reducing greenhouse gas emissions from buildings through strategies like energy efficiency, electrification, using renewable energy, and specifying low carbon materials. Colorado's fifth leading cause of greenhouse gas emissions is buildings.
Thanks to the landmark Inflation Reduction Act, Colorado has received approximately $140 million from the Department of Energy to implement two income-qualified Home Energy Rebate programs: Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebates (HEAR). This six year program presents a unique opportunity to use this funding to reduce greenhouse gas emissions, transform the market, improve quality of life, and potentially reduce consumer bills. This position will primarily support the HEAR program, although duties will cross both Home Energy Rebates programs. The HEAR program is an income-qualified retrofit rebate program that will be delivered through two delivery channels. The first is through the Weatherization Assistance Program (WAP), a program that helps income-qualified Coloradans save money, increase comfort, and improve their homes and environment with proven energy conservation solutions at no cost to the client. This program launched October 30th, 2024, the first state in the country to do so. The second is through a direct-to-consumer method, primarily delivered through contractors throughout the State. This program will likely launch in March/April of 2025.
This position will work closely with the Climate-Ready Buildings Lead to ensure that rebates are processed from the HEAR/WAP program and this program remains in compliance with federal regulations. Additionally, this position will support vendor management, grant management, and contract management. The Home Energy Rebates Program Associate will also have the opportunity to work on emerging tasks such as workforce, communications and engagement, and building decarbonization as it relates to HEAR.

Starting Salary: $62,998.00 - $73,500.18 Annually
This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
Program Management Support
Support the management of the HEAR/WAP rebate program through delivery strategy, compliance, reporting, and day to day management.
Develop, implement, and manage HEAR grants to subgrantees, which include community-based organizations who will help implement the HEAR direct-to-consumer program.
Support issuance and management of program contracts and purchase orders to program vendors and subgrantees. This can include: procurement and contracting; reviewing and approving deliverables and invoices; and monitoring vendor and grantee performance.
Assist in tracking and reporting on program budgets, including: contractor and program-related expenditures; and ensuring adherence to state and federal funding requirements.
Manage compliance with the HEAR/WAP rebate program by maintaining records.
Help develop, monitor, and report on progress toward program goals and milestones; respond to Colorado Open Records Act (CORA) requests; and participate in the evaluations of program and policy outcomes.
Other programmatic and project responsibilities as assigned.
Policy
Assist in Home Energy Rebate Team's work around program implementation policy such as work with workforce groups and community-based organizations.
Data
Help process rebates from the HEAR/WAP rebate program by collecting data from different sources and submitting the appropriate information to the Department of Energy.
Report on the HEAR/WAP rebate program by collecting data surrounding the key performance indicators of the program and analyzing them.
Required Qualifications:
Minimum of one (1) year of professional experience.
Strong time management and organizational skills in addition to the ability to manage a number of competing priorities.
Strong attention to detail.
High level of initiative and the ability to work both independently and in a team environment.
Preferred Qualifications:
Experience in project management, developing and tracking budgets, and data collection and reporting. Preference to candidates with experience interfacing and reporting with Federal departments.
Knowledge and experience with rebates, building decarbonization, and/or weatherization.
Knowledge and experience related to income-qualified programs.
Strong computer skills, including Microsoft Office and Google Workspace.
