Summary

Public Health-Seattle & King County is recruiting for one (1) full-time (1.0 FTE) Term Limited Temporary (TLT) Disease Research & Intervention Specialist (DRIS) to join the Communicable Disease Epidemiology & Immunization Section. This position works with the Perinatal Hepatitis B Prevention Program (PHBPP) team, including epidemiologists, Public Health Nurses (PHN), DRIS, and program managers within the Investigation, Outreach, Response, and Education (IORE) Branch. Significant areas of responsibility for this position include tracking and monitoring perinatal hepatitis B cases, performing perinatal hepatitis B case management and pregnancy investigations, and partnering with healthcare providers to improve hepatitis B detection and care management. The incumbent will be responsible for data entry, data quality assurance, medical chart review, and other work to support program and case management duties. This position reports to the (PHBPP) Manager within the Prevention Division's Communicable Disease Epidemiology and Immunization (CD-Imms) Section.

The DRIS should be committed to working with diverse populations throughout King County to provide excellent service to people from a broad range of cultures through the King County Equity and Social Justice Ordinance and the King County Strategic Plan. The position supports and advances Public Health values for fair and culturally competent service delivery, innovative, effective, and efficient application of resources, building a performance culture, and expanding opportunities to seek input, listen, and respond to community members.

Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for one (1) year. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Job Duties

Determine whether patients/cases meet criteria for enrollment in PHBPP program (conduct surveillance for hepatitis B in people of reproductive age).
Enroll pregnant people with hepatitis B in the PHBPP.
Provide reminder and recall notifications for timely hepatitis B post-exposure prophylaxis and post-vaccination blood testing for the parents of infants enrolled in the PHBPP.
Practice cultural humility and conduct interviews and investigations in a manner that is trauma-informed and equitable across racial, gender, and class lines. Seek out interpreter services and collaborate with community partners as needed.
Communicate with medical providers to perform care coordination, appointment verification checks, and review of medical records.
Enter hepatitis B disease surveillance and PHBPP data into required databases. Ensure completeness and quality of data fields, including reviewing multiple data sources and electronic medical records to fill in missing values.
Under the supervision of the PHBPP Manager, provide consultation, outreach, education, training, and public messaging about hepatitis B and PHBPP to healthcare professionals and community partners.
Collaborate with birth hospitals, obstetric and pediatric care providers, and other external partners to develop workflows and ensure data is reported and collected accurately and in a timely manner.
Inform and contribute to the development and maintenance of protocols and training manuals to ensure accuracy of data entry.
Provide feedback as needed for the maintenance of databases and data reports.
Participate in emergency response as required for all CD-Imms staff.

Experience, Qualifications, Knowledge, Skills

Required:

Experience with data entry, collection, and management.

Experience with developing or contributing to program related materials such as protocols, training manuals, papers/articles and others.

Demonstrated ability to work effectively and connect with people of diverse backgrounds and socioeconomic statuses.

Ability to pay close attention to detail.

Ability to navigate data systems independently and review case information across multiple systems.

Experience following protocols to complete tasks.

Ability to maintain confidentiality of protected health information at all times.

Ability to work independently with minimal direction.

Personal or professional experience working with diverse populations (race, ethnicity, gender, ability, age, sexual orientation, and socio-economic status) in a culturally competent manner and supporting anti-racist principles of equity and social justice

Proficient and professional written, oral, and interpersonal communication skills.

Excellent time management and organizational skills.

Fluency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint, Teams, SharePoint).

Problem-solving skills.

Valid BLS/CPR certification or ability to obtain upon hire.

Work Schedule:

The work schedule for the full-time position (1.0 FTE) is Monday through Friday, 8:00 am to 5:00 pm, with some scheduling flexibility. These positions are overtime eligible (FLSA non-exempt) if hours exceed 40 hours per week, however this is not expected. As of January 2025, on site in-office work will be expected at least one day per week.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely.
